Road transport is a key element of the national transport system of the Republic Bulgaria, through which the majority of freight and passenger traffic is transported. Its integration into the European transport systems is important for the overall economic development of the Republic of Bulgaria. Apart from the exceptional importance of road transport links with the rest of the EU, which is Bulgaria's main trading partner, internal road transport is of particular importance due to the country's geographical and economic characteristics. During the early years of the transition, Bulgaria implemented reforms in the institutions of the road transport sector, but in the last decade there has been concern that these changes have not led to perceptible improvements in governance policy, nor in the efficiency and effectiveness of service delivery. Although in 2023 a significant improvement was noted in the construction and modernization of road infrastructure, financed with funds from the EU and the state budget, a number of actions are still needed to improve the identification, preparation and implementation of road infrastructure projects in Bulgaria. To ensure the huge investment made so far, an appropriate road infrastructure management policy and development strategy is crucial to the sustainability of the system. The results of the current project will also ensure better management of the road sector and bigger efficiency, effectiveness and sustainability in the absorption of funds for the construction, modernization and maintenance of road infrastructure and strengthening of institutional capacity.
