The project was developed in response to challenges faced by social service providers, as well as the Agency for Quality of Social Services (AQSS), as the first specialized authority for licensing, control and monitoring of the provision of social services at the national level. The process of reforming the system of social services, part of which is the incoming transformation of the existing forms of social services financed by the state budget, through their decomposition into specific activities, is accompanied by a comprehensive change in the regulatory framework. This determines the need to upgrade the capacity of the involved in order to facilitate easier adaptation to the change in the provision of social services. The project provides specialized/upgrading training related to the implementation of the Ordinance on the Quality of Social Services and the standards for the quality of social services. Employees of AQSS and social service providers will be included in different types of training. Workshops are planned to unify the practice of carrying out the control activity of AQSS, given the outsourced workplaces on the territory of the country. With a view to expand the effect of the trainings, a web-based platform will be developed and maintained, providing an opportunity to provide subsequent methodological support and exchange of materials between the participants. Roundtables will be held at the district level with participants from institutions/organizations/administrations involved in social policies, with the aim of improving inter-institutional interaction and to achieve high quality social services. In order to popularize the activities of AQSS and good practices in the provision of social services, a communication campaign is planned, including a national forum on the quality and efficiency of services, annual awards for good practices, compilations of good practices, press releases, etc.
