Component 1 is aimed at strengthening the provision of foster care at the national level, with the participation of municipalities, as an alternative form of raising children at risk in a family environment. Activities related to: Promotion of foster care: The aim is to inform the public about foster care and to attract new foster families, including those willing to care for children with disabilities, through a positive information campaign. Support for the District Foster Care Teams (DFTCs) and Advisory Expert Council (CEC): Continuing support for the CEC and expanding the role of the CEC, where various representatives of central and local government, as well as civil society, participate. Provision of foster care on a district model: This includes activities for recruitment, assessment and training of foster family applicants, mutual adaptation, support and monitoring of foster families. Training, Support and Supervision of Specialists (DFTCs) and foster parents in the activities of providing foster care: Training and supervision will be carried out by outsourcing to external specialists, including individual and group sessions for all foster parents and specialized training. Coordination workshops: Organization and conduct of workshops focusing on various aspects of foster care and inter-institutional coordination with the participation of all stakeholders. Monitoring the quality of foster care: Implementation of ongoing monitoring, including collection and analysis of information and periodic site visits. Component 1 complements and builds on the "Priemi me 2015" operation, financed under the 2007-2013 HRDP, which contributed to the implementation on a national scale of a new approach to providing foster care, as well as to expanding the opportunities for their development in a decentralized manner.
