Technical assistance for a SAR vessel project

The technical assistance project includes providing financial resources for consulting services, which will start with conducting a feasibility study for the project "Acquisition of a specialized search and rescue vessel (SAR)", preparing a technical specification and determining the estimated value of the public procurement under the Public Procurement Act. After that a project proposal form will be prepared which will apply for funding under Priority 3 of the Transport Connectivity Program 2021-2027, together with all necessary attachments. The following main activities are related to preparing documentation for conducting the open procedure for selecting a contractor for a public procurement with the subject: "Acquisition of a specialized search and rescue vessel", as well as assisting EAMA in awarding the public procurement. The SAR vessel required by EAMA should be able to be used for search and rescue of people and vessels in distress in the Black Sea, with the ability to: operate in strong waves (up to 6 points minimum), conduct rescue 24/7 and all-season (incl. winter) operations, provide emergency medical care. In this regard, the minimum equipment required for search and rescue should include: Speedboat, Crane-manipulator for lowering a boat and extracting victims, Mobile stretchers and rescue boards. It is advisable for the vessel to have a medical module, including: Air-conditioned medical room with bed/stretcher, Oxygen system, defibrillator, emergency kit. The characteristics of the intended vessel will be designed so that it can be used for search and rescue of people and vessels, taking into account the specific climatic factors for the area such as wind regime and waves. The project management will be carried out by a team of the Maritime Administration Agency. The implementation of the project is expected to start on 01.09.2025, with a duration of 15 months.
