The scope of the financial plan for the budget line comprises the implementation of Project Advisory Support Service Agreement between the Ministry of Environment and Water (MoEW) and the European Investment Bank (EIB). The Project Advisory Support Service Agreement with regard to the implementation of Programme "Environment" 2021-2027 envisages EIB to provide support under Priority 1 "Water", Priority 2 "Waste" and Priority 3 "Biological diversity" of the programme. The financial plan for the budget line is developed concerning the implementation of 13.1. Activities related to increase of the administrative capacity of the (potential) beneficiaries, Ma' s employees, stakeholders- Monitoring Committee (MC), NGOs, civil society and the administrative structures of MoEW, etc. from the application conditions under this procedure. The Agreement between MoEW and EIB is with regard to the signed Memorandum of understanding concerning EU project support between the Republic of Bulgaria and European Investment Bank (ratified with act by 47th National Assembly adopted on 29.07.2022, SG No 62 from 5.08.2022, issued by the Council of Ministers, published SG, No 95 on 29.11.2022, entry into force on 3.11.2022). The draft Agreement is agreed with the Coordination Council for Management of EU Funds in the framework of written procedure for decision- making in absentia, carried out in the period 25-30.01.2024, for which a protocol is issued. Concerning this and pursuant to art. 7, para 3 from Decree No 70 of Council of Ministers on 14 April 2010 for coordination of management of European structural and investment funds and for establishment of the Coordination Council for Management of EU Funds, the document is considered to be passed the preliminary agreement under art. 32 from the Management act for the Council of Ministers and its administration. The draft Agreement is reviewed and approved during the meeting of the Council of Ministers held on 14.02.2024.
