The implementation of a new approach to the application of integrated territorial investments, the implementation of measures related to effectively overcoming the negative consequences of the transition to climate neutrality and the cessation of coal mining in the most affected regions of the country, financed by the Just Transition Fund, requires a new type of organization of the processes, deeper knowledge about the relevant European and national legislation in the period 2021-2027 as well as a new type of communication and knowledge of the parties involved in the process for the purposes of preparation and implementation of investments under the PDR. The activities are directly related to the effective administration and use of the program's resources and are structured in two main directions: ensuring innovation in the making of regional policy and projects; reforming the investment approach in the direction of applying the eco-system approach. The following activities are envisaged: advisory support in specific and niche areas and EU policies falling within the scope of PDR support to improve the effectiveness of stakeholders for policy implementation, design and implementation of innovative investment projects for regional development; thematic events for knowledge transfer aimed at a wide range of interested parties (program bodies and entities related to the implementation of EU funds); sociological surveys to assess the state of awareness, capacity and satisfaction; a multi-level governance model and an ecosystem approach to raise stakeholder awareness, pilot initiatives to promote stakeholder engagement in policy making, and the preparation of three-year action plans to raise awareness, public consultation and stakeholders engagement.
