The project aims to address the challenges municipalities face in implementing projects co-financed by the European Funds under Shared Management (EFSM). It will provide external expert support to municipalities to enhance their capacity for the preparation and execution of projects based on the new regional approach. Activities will also focus on increasing capacity for strategic and spatial planning in line with EU policies, as well as promoting inter-municipal cooperation and the development of functional urban-rural links. Qualified expert support will be offered on horizontal issues such as public procurement and state aids. Actions to raise public awareness of the contribution of European funds will be implemented, including public/information events with the participation of representatives of local and national media, civil and business structures. The development of capacity on specific priority themes for municipalities will be ensured through various forms of support - expert assistance, training, discussion forums, exchange of best practices, involvement in the formation of EU policies and European networks. Support will primarily target municipalities in Northern Bulgaria in accordance with the commitments made in the country's Partnership Agreement. The planned project activities will be carried out in close cooperation with other institutions engaged in the topic (Central Coordination Unit, Regional Information Centers, Regional Development Program) to ensure adherence to the principles of partnership and complementarity of investments.
