The purpose of the current project proposal is to assist municipalities in implementing their legally assigned commitments in waste management - separate collection of waste at the source, ensuring infrastructure and facilities for waste treatment, introduction of a system of incentives and sanctions for citizens and businesses, wide awareness raising campaign, creation of conditions for determining the fee for household waste based on quantity, etc. NAMRB will systematize data on the state of the systems in individual municipalities, examine leading European practices, and analyze the existing situation with a view to identifying the project support needs. 8 sample collection models will be developed (depending on the type of settlement and the type of building development), allowing measurement of the volume and/or quantity of the collected household waste. NAMRB will promote the developed models in order to stimulate their use by municipalities - by holding 14 forums and distributing a targeted manual, as well as via the information channels and institutional events of the organization. The implementation of the project aims to assist no less than 70 municipalities that have declared a need of support in improving their waste management systems and organizational structures for waste activities management, as well as to start the smooth transition towards household waste fee determined on the basis of quantity and application of the "polluter pays" principle, and to increase the public awareness of citizens and businesses. Specialized software will be developed to facilitate the processes. On the basis of implemented activities, NAMRB will systematize proposals for amendments in the regulatory framework, as well as sample normative acts at municipal level. The implementation of all project activities will comply with the existing national and European legislation. Project activities will be carried out on the territory of the 6 planning regions.
