Improving the quality of atmosphric air by replacing solid fuel heating devices with alternative forms of heating in the territory of the municipality of Blagoevgrad

The present project will contribute to the improving the AQCS on the territory of Municipality of Blagoevgrad (MB) by reducing the emissions of PM10 from domestic heating. MB is one of the municipalities with a violation of the AQCS according to the indicator PM10 – 2017-2021. To reduce harmful emissions it is planned to replace stoves/solid fuel boilers with alternative ecological sources.At the stage of preparation of the project proposal a survey of the attitudes of the population on the territory of MB was carried out,which covers only households heated with solid fuel. In addition to the sociological survey the following documents were prepared: report on prioritization of areas/neighborhoods to be invested in; mechanism accounting for the revenue from the transfer of the replaced heating devices; mechanism for replacing solid fuel heating devices with ecological alternatives (EA) as well as a market research on alternative environmentally friendly heating devices. To popularize the possibilities of replacing wood and coal devices with EA a communication plan has been developed aimed at the population using solid fuel for heating living, on the territory of MB. At the implementation stage of the project the following activities are planned to be carried out: dismantling of the old solid fuel heating devices and providing them for recycling; supply and installation of the new environmentally friendly appliances/heating systems and supply and installation of photovoltaic systems for own consumption of households that receive heating subsidies. In order to polarize all these activities it is planned to organize and conduct communication campaigns among the population of MB for the possibilities of replacing wood and coal heating devices with EA. The expected results of the implementation of the project are a reduction of PM10 emissions from solid fuel domestic heating and improvement of the quality of life and health of the population in MB.
