This project proposal aims to establish green infrastructure to combat secondary air pollution in the urban environment of the Blagoevgrad municipality. The planned activities include landscaping with newly designed tree and shrub vegetation, lawn seeding, reconstruction of green areas, construction of walkways using grassed concrete permeable elements, and the installation of an automated irrigation system to ensure the maintenance of the newly established green infrastructure. With the planned measures, the Municipality of Blagoevgrad plans to improve the green infrastructure of its territory, which will improve the quality of the atmospheric air, and the planned measures to reduce secondary dusting will have a positive impact on the urban environment. By implementing the project proposal, the Municipality of Blagoevgrad will contribute to the country's commitments to comply with the standards for PM10 concentration in the ambient air and to achieve the objectives resulting from European and national legislation. These obligations are based on the ruling of the Court of Justice of the European Union in case C-488/15 from April 5, 2017, regarding the non-compliance with the PM10 content standards in the ambient air within the country's agglomerations and zones, as well as the failure to fulfill obligations under Directive 2008/50/EC concerning the limit values for particulate matter in the ambient air.
