The overall objective of the project is to reduce the amount of landfilled biodegradable household waste generated on the territory of Dimitrovgrad municipality through its separate collection and production of compost. The project will build a composting plant, which will be located on the territory of Dimitrovgrad municipality and will process separately collected biodegradable household waste from the settlements of the municipality. Containers and equipment will be provided for the system for separate collection and its transportation to the composting plant. The applicable procedures under Chapter 6 of the Environmental Protection Act (EPA) were carried out for the project. First, an environmental assessment (EA) procedure was carried out for the detailed development plan (DDP) of the project territory - the Regional Inspectorate for Environment and Water Haskovo, decided not to carry out an EA, since the DDP is unlikely to have a significant negative impact on the environment and human health. Secondly, the Municipality of Dimitrovgrad submitted to the RIEW Haskovo a "Notification of an Investment Proposal", to which was attached a "Request for Assessment of the Need for an EIA", since the investment proposal is subject to mandatory assessment of the need for an EIA, according to Annex No. 2 to Art. 93, para. 1, items 1 and 2, specifically - item 11 "1. Other investment proposals", b) "waste landfills and installations for disposal and/or recovery of waste (not included in Annex No. 1) and/or sites for carrying out recovery activities with code R13 of waste with codes 19 12 04, 19 12 10 and 19 12 12". In response, the competent authority RIEW Haskovo stated that it allows the application of Art. 91, para. 2 of the EPA, i.e. one of the required assessments under Chapter 6 of the EPA should be carried out, and in this specific case this should be the EC procedure, combined with a compatibility assessment under Article 31 of the Biological Diversity Act.
