The project aims to promote sustainable urban mobility by introducing eco-friendly vehicles and developing charging infrastructure. This will enhance connectivity between Pleven and nearby settlements, improve transport service quality, and enable efficient traffic management through intelligent transport systems (ITS), while also boosting road safety. Aligned with the Programme for Regional Development 2021–2027 and the Sustainable and Smart Mobility Strategy (2020), the initiative supports the shift to greener, more accessible transport options. Expanding the green public transport fleet—both urban and interurban—along with alternative fuel infrastructure, ITS implementation, and digital integration will improve efficiency and foster stronger urban-rural connections. The "Integrated Urban Transport of Pleven" project includes the following key activities: A1 Procurement of electric buses and installation of charging stations; A2 Reconstruction of the trolleybus overhead network; A3 Upgrading the Transport Information System and building charging infrastructure; A4 ITS – integration of video surveillance at intersections into a unified traffic control system; A5 Road safety enhancements; A6 ITS – modernization of the public transport management system; A7 Development of a General Traffic Organization Plan and a Sustainable Urban Mobility Plan (SUMP); A8 Modernization of public transport stops, including new bus shelters.
