The project "Strengthening the municipal capacity in the municipality of Rouen" is aimed at providing support to officials involved in the implementation of their powers under the ZSU, USSR and ZLP . Guaranteeing equal access to social services meeting the individual needs of individuals, as well as the right of each person to support for living in a home environment and in the community and promoting an integrated approach in providing support to individuals. The municipality of Rouen is the provider of the social services "Personal assistance" and "Assistant support". The municipality does not have the necessary capacity and it is not possible to fulfill all obligations and responsibilities in full. The municipality must prepare for the performance of the functions under the law, because, for example, the Civil Service Act for the first time gives the municipality, as a provider of social services, the right to independently determine the organization of the provision of social services. Municipalities also have other commitments under the Civil Service Act, such as the referral for use of social services. The referral from the "Social Assistance" Directorate is reserved only for children at risk and persons in specific situations. Although these activities are not new, there is a need for the municipality to prepare and strengthen the municipal capacity in this direction. It is planned to hire, train and supervise the personnel necessary to fulfill the obligations and responsibilities of the municipalities under the ZLP/ZHU, as well as under the Social Security Act in the part related to the referral by municipalities for the use of social services and ensuring the mechanism for cooperation and monitoring of social services The project will involve 2 to 4 employees for a period of 15 months. In the training and supervision activities, 12 persons will be included - current employees , who participate in the implementation of their powers under ZSU, USSR and ZLP.
