The project “Technical assistance for investments in the Kyoshkovete Zoo” has a duration of 12 months and a budget of 196,992 levs, including VAT. The zoo in the city of Shumen is in the Kyoshkovete area and is part of the Shumen Plateau Nature Park. It was established in the 1960s and has an area of about 9 acres. From 2000 until mid-2015, the care of the zoo was part of the conditions in the city’s garbage concession. It was managed by the concessionaire Titan-BKS Ltd. In 2015, the concession was terminated, and the zoo was transferred to the Construction and Public Works Municipal Enterprise for management. In 2016, it was handed over to the Parks and Ritual Activities Municipal Enterprise. The project aims to support the development of complete and quality project proposals for the timely application and subsequent financing of investment projects under the Environment 2021-2027 Programme. For this purpose, Shumen Municipality will develop documents that are eligible for the project as follows: 1. A plan for the development of the zoo, including preliminary and volumetric studies to determine the location of the site, prove its regulatory eligibility, and the appropriateness of the investment idea. 2. A collection plan to include a breeding plan. 3. Conservation plan. 4. A schedule plan for implementation of zoo development activities, subject to funding availability - short and long term - with responsible parties, timelines, and indicative budgets for short-term activities (3 to 5 years). 5. Terms of reference for the preparation of an investment project in the “technical design” or “conceptual design” phase for the identified construction activities.
