Comprehensive approach for providing motivated and qualified human resources: Rating and instruments for promoting key professions’ attractiveness and their practical implementation and multiplication as to secure balanced provision of qualified staff and continuous lifelong learning; limiting and preventing undeclared work and supporting enterprises and workers for successful twin transition

The project is focused on studying,analysing and incorporating the impact of the recent multiple crises,new forms of work and challenges of the dual transition,with the view to balance the labor market and provide motivated human resources with the necessary professions and skills.It develops,upgrades and adapts to the new,changed conditions innovative tools elaborated under previous projects of BICA:e.g.,Composite Index Business to the Rules,Sub-index Business to the Rules,and Rating of Key Professions’Attractiveness,based on a series of desk,qualitative and representative researches,aiming at gathering comprehensive primary data.It is focused on elaborating and field testing new and innovative tools:Sectoral Qualification Frameworks,models for increasing the attractiveness of professions,mentoring and coaching tools,individual learning accounts and micro-credentials,as well as on updating,upgrading,field-testing,adjusting and disseminating curricula,training materials, consultations and information provision. It contains elements of capacity building for improving the labor market’s balance and facilitating social dialogue and collective bargaining.It aims at supporting enterprises and workers to successfully cope with changes and embrace dual transition. The project’s architecture, built on complementary elements (based on processing and analysing specially collected primary data as to reveal objective factors, trends, challenges and opportunities), field- tested and prepared for easy implementation and multiplication, ensures substantial sustainability-and through BICA’s and its partners’ broad network-at sectoral, regional, and national level. The elaborated models, programs and tools will be field-tested in minimum 250 enterprises and among 1400 workers. All results will be disseminated at national level to support the process of adaptation of target groups to changes and the implementation of innovative tools for human resources development at national level.
