The project proposal covers a complex of initiatives aimed at promoting social dialogue and collective bargaining. An early warning mechanism (EWM) will be developed, approbated and implemented in Bulgaria at the national and regional level, with a main focus on the digital transformation, cyber security and environmental sustainability of SMEs (incl. microenterprises and crafts), whereas the challenges related to the creation and maintenance of information systems (electronic registers) of CLAs in the country will also be addressed. The target groups of the project include employed persons, including self-employed, and employers in SMEs, with a main accent on microenterprises and crafts. The following activities are foreseen: - Preparation of a set of proposals and/or recommendations for improving the regulatory framework, incl. with regard to the registry of the CLAs, as per Art. 53 of the Labor Code, guaranteeing the organization, information provision, monitoring and control of the CB process. - Development of a system for assessing the basic conditions for the processes of digital transformation and green transition in SMEs, with a main accent on microenterprises and crafts, identification of the specific risks of cyber incidents and non-compliance to the environmental regulations in the twin transition periods, related to falling into bankruptcy, as elements of the protective tools for the EWM implementation. Development and adaptation of a pilot mechanism applicable to the Bulgarian conditions. - Preparation of a national program (incl. a package of regional programs) for pilot and, subsequently, large-scale implementation of an EWM and of proposals for strategy, measures and procedures for its implementation in Bulgaria. - Conducting conferences, seminars, working groups and trainings (constructive and information-supported negotiations between social partners) in aspects related to the new forms of work, twin transition and the EWM.
