In the field of digitalisation of public services of the Slovak Republic and expansion of digital services made available to citizens in the 21st century also in the private sector, the issuance of digital documents is beginning to play a key role. This process will allow citizens to access their identification data and cards in digital form, thereby increasing the convenience and efficiency of using public services for citizens. One of the main pillars of this transformation is making data from existing laissez-passer available in digital form. Data from licenses, such as identity or driving licenses, employee's service license, or gun or hunting ticket, can be electronically managed and distributed to the mobile application of citizens through technologies operated and managed by the Ministry of Interior of the Slovak Republic. The e-card thus gives the citizen the possibility to have all their important documents in one place, in a digital wallet, without the need to carry physical cards. Importantly, the issuance of digital laissez-passer does not change the established processes of issuing physical laissez-passer in the relevant institutions. The citizen still takes the physical form of the document (plastic card or paper document) if the card is issued, or if the relevant legislation applicable to the specific card does not or will not provide otherwise. The electronic version is complementary and serves to expand the possibilities of using documents, while the physical card or document does not disappear. This approach ensures the continuity of traditional administrative processes, while at the same time bringing innovation. The introduction of digital documents allows for the pro-active deployment of more state digital services, which can improve and simplify citizens’ access to state services. Digital laissez-passer simplifies authentication and authorisation, opening up access to a variety of e-services for citizens, from signing up to national portals to providing digital signatures. Citizens will benefit from these developments in the future, as government services will become more accessible and efficient. European Digital Identity Initiative The roll-out of e-cards is closely linked to European legislation and the EU’s digital identity objectives. European Digital Identity Wallets will build on national systems that already exist in some Member States. Under the new Regulation (EU) 2024/1183 of the European Parliament and of the Council of 11 April 2024 amending Regulation (EU) No 910/2014 as regards establishing a European Digital Identity Framework, Member States will be obliged to ensure that their citizens continue to provide digital identities. The European Digital Identity Wallet builds on this, extends the functionalities and usability of national eIDs and ensures the mutual recognition of national wallets built on standards set by the European Commission by other Member States. The European Digital Identity Framework creates an opportunity for citizens to use e-cards and digital identities not only at national level but also across the EU. This will bring greater interoperability, simplify processes for travelling, doing business and providing public services internationally. The establishment of a common framework will ensure that digital badges are recognised and usable across the Union. In the national environment, the concept of so-called "Digital Copies" of existing physical documents made available and visualised by standardization to a natural (and possibly a legal person) through a mobile application is approached in the first phase, while maintaining the current valid method and processes of issuing documents. In the future, and perhaps it will change the processes directly when issuing documents to digital at the time of their creation, with the aim of phasing out the physical forms of the cards/documents. The proposed project foresees that the data made available in the IS MOU information system, currently presented in the form of a physical plastic card or card, defined as a document or a card, will be digitised and displayed at a later stage in the EUDIW, in accordance with the scope specified in the relevant part of the document, access to the project, chapter My Data.
