The main objective of the project is to provide scholarships for talented domestic and foreign students as a tool to mitigate the outflow of talent abroad and attract talented students from abroad and to support studies at Slovak universities. Scholarships for domestic talented students can encourage motivation to stay at a Slovak university. It is therefore one of the important priorities of MŠVVaM SR to implement concrete measures to retain and attract students to study at Slovak universities, such as a scholarship scheme in the national project for domestic talented students in order to support talented secondary school students and their stay at Slovak universities. The Fellowship Scheme is a model for attracting students from other countries to study in Slovakia. The aim is to increase the ratio of foreign students to Slovak HEIs by setting up motivational tools. As instruments such as scholarships are also used by neighbouring states, the aim is to set up a competitive scheme. The aim of the national project is to provide scholarships to talented domestic and foreign students in accordance with RIS3 and is based on the original methodology set out in the project implemented from the Recovery and Resilience Plan (RRP), which will be created and updated taking into account the practice. The NP is linked to the project from the POO (see description in the main activity) until its completion. The NP aims to support the scholarship scheme from the academic year 2025/2026 to December 2029 of the academic year 2029/2030. The objectives are to be achieved through the creation and implementation of a scholarship scheme, through which the financial scholarship will support talented students who meet the conditions set by the methodology and apply for the scholarship and rank as successful applicants in the allocation of the number of supported places. The national project addresses the need for the existence of motivational talent support and as a synergy effect it also supports the promotion of Slovak universities at home and abroad, which can support the potential and development of the country as a whole. The tracked output will be the number of talented domestic and foreign students with awarded scholarships. The result of the project will be monitored through the number of students who were not only awarded the scholarship, but also paid the scholarship. At the same time, the contextual outcome will be monitored, namely maintaining or reducing the percentage of Slovak students going abroad to study. The benefit for talented domestic students will be financial support in the form of a scholarship for a domestic talented student to study, motivation for studying in Slovakia, the possibility to devote more time to study and self-development without the need to earn additional income (e.g. agreement on the student's brigade work). In addition to the above, the implementation of the main activity will also take place through a media campaign, which is an important part of awareness of the scholarship scheme and university study opportunities in Slovakia. An important part of the campaign is participation in the ALMA MATER fair, which aims to support graduates in choosing a Slovak university and at the same time to contribute to the development of the education system. The fair contributes to strengthening the prestige of Slovak universities and promotes their growth and development, which has a positive impact on the entire education system. The media campaign will also be implemented in the form of paid advertising, a media spot or a closing conference with the aim of contributing to the project's goal of keeping students in schools in the Slovak Republic. Outcome of the national project monitored and achieved outside the project measurable indicators Following the expected result of subactivity 1 and subactivity 2, the project result will be monitored, namely reducing and/or maintaining the percentage of domestic talented students who have gone abroad to study - avoiding the phenomenon of "brain drain". According to the latest published OECD report, 20% of Slovak higher education students studied abroad in 2021, the second highest share among OECD countries (OECD, 2023, p. 259 - https://doi.org/10.1787/e13bef63-en).
