The purpose of the project is to provide accommodation for displaced persons from Ukraine as a result of the war. This builds on the obligations under Council Implementing Decision (EU) 2022/382 of 4 March 2022 to introduce temporary protection for Ukrainian nationals and their family members, as well as for third-country nationals residing before 24 February 2022 or later in the territory of Ukraine (residents from Ukraine). Member States were further assigned the obligation to receive displaced persons from Ukraine and to grant them temporary protection in accordance with Directive 2001/55/EC. Due to the extraordinary and exceptional nature of the situation due to the mass influx of displaced persons from Ukraine, for humanitarian reasons, in order to ensure that displaced persons enjoy harmonised rights with an adequate level of protection throughout the Union, while taking into account the risk of overloading Slovakia’s asylum system, several amendments to the relevant laws in Slovakia have been adopted. The expected result is the provision of accommodation, including by natural or legal persons providing accommodation pursuant to a separate regulation, to create sufficient capacity accommodation to fulfil the obligations under the above-mentioned Council Implementing Decision (EU), in particular taking into account the fact that Slovakia’s asylum and humanitarian capacities do not allow meeting the objectives under the Implementing Regulation due to the mass influx of displaced persons from Ukraine. The only solution for providing accommodation to displaced persons, in order to ensure their dignified conditions during their stay on the territory of Slovakia, is to accommodate displaced persons from Ukraine in private and/or commercial accommodation capacities in Slovakia, beyond the existing asylum and humanitarian capacities in Slovakia.
