Deinstitutionalization (DI) is a process through which we transform institutions for people with disabilities and, as an alternative, provide diverse community-based services that enable personalized care, domestic living, and the realization of human rights of people with disabilities. DI is a long and complex social process that includes the process of planning the transformation of large institutions, establishing new services, improving living conditions, increasing the quality of life of people with disabilities, training employees, working with the community, as well as structural changes in social policy, legislation, connecting stakeholders and raising awareness among the wider professional and other public. In Slovenia, DI has a long history. In the past, there have already been the establishment of new services in the community, the partial transformation of institutions, the development of new knowledge, and several research projects have been carried out. This investment continues and upgrades the work of past DI processes in Slovenia, while for the first time addressing DI at the national level. The investment envisages the systematic, coordinated and high-quality introduction of DI in the field of care for children and adults with disabilities in Slovenia, as required by numerous international, European and Slovenian documents. In particular, the investment will support the implementation of the Deinstitutionalisation Strategy 2024-2034 (StaDI 2024-2034). Purpose and objectives The purpose of the investment is to provide professional support, monitor the DI process and coordinate work between different DI actors. At national level, the purpose of the investment is to provide operational support to SMEs in coordinating work across different portfolios, sectors and contractors. At the local level, the purpose of the investment is to provide field support to key stakeholders such as users and their loved ones, employees in institutions, community service providers, social work centres, municipalities, etc. The purpose of the investment ČUDI is also to develop new knowledge and raise public awareness of the DI process. The objectives of the investment are: - increased accessibility of the network of services and programmes in accordance with ReNPSV 22-30; - the coordinated implementation of the DI process and the involvement of various stakeholders in the process itself; - the development of new forms and methods of work in social care and long-term care, changes in the treatment of users and the individualisation of services; Enhancing the enjoyment of human rights by people with disabilities to live in the community and to decide where and with whom to live; - eliminating discrimination and stigma towards people with disabilities; - sensitising the environment to DI concepts and the rights of people with disabilities. The activities that will be carried out in 15 institutions are aimed at coordinating and leading the process of moving users to residential units for community living, training professional associates, users and their relatives, and raising awareness among the general public and the local community. We will evaluate the project and prepare a final research report.
