The objectives of the project are the development of a Social Plan of the City of Zagreb based on the analysis of existing social services, availability and capacity of social service providers in the districts of the City of Zagreb; identification of needs, areas and priorities for the development of existing as well as new social services, in particular for user groups at higher risk of social exclusion, coordinated between different levels of government, public services, social service providers and other stakeholders from social welfare systems, but also other social policy systems, definition of cross-sectoral measures and activities of interest to the target groups; empowering experts for social planning, implementation and monitoring of the Social Plan of the City of Zagreb through the implementation of the educational program.
