The proposed project is a continuation of Measure 1.1 "Strengthening and Modernisation of the Public Employment Service" which was promoted during the programming period 2004-2006, of the Project "Further Strengthening and Modernisation of the Public Employment Service" of the Operational Programme "Employment, Human Capital and Social Cohesion 2007-2013" and of the Project "Further Strengthening and Modernisation of the Public Employment Service II" of the Operational Programme "Employment, Human Resources and Social Cohesion 2014-2020" which aimed at expanding and upgrading the quality of the services provided by the PES to the public. Within the framework of these Projects, the creation and operation of 8 new Local Labour Offices, the standardization of the building infrastructure, the introduction of personalized service for the unemployed with difficulties of integration into employment, the provision of facilities for self-service, the scientific documentation of future interventions of the PES, the development of the capabilities of the staff to provide quality service, the wide publicity for the new face of the PES and actions to strengthen the administrative and technical capacity of the PES, through the strengthening of the structures for the provision of advisory services to the unemployed. It includes actions to upgrade and expand the structure of the PES, such as strengthening its administrative and technical capacity, upgrading its IT system, promoting the employment of vulnerable groups (e.g. young people), providing guard services at the premises of the Department of Labour and the PES, purchasing IT equipment, upgrading the Employment Service for Foreigners (e.g. Blue Card, students), operating the EURES Cyprus National Network, publicity actions and Technical Adviser services. In relation to the operation of the EURES network, on the basis of Regulation (EU) 2016/589 each Member State is required to offer labour mobility services, information, job-matching at a pan-European level, and guidance to jobseekers, employers, social partners and other bodies. In addition, each EURES National Coordination Office (NCO) in Cyprus under the Labour Department has the obligation to organise the work of the EURES Network on the territory of the Member State in which it operates, including ensuring a coordinated transfer to the EURES portal of information on job vacancies, job applications and CVs, cooperation with the European Commission, the European Labour Authority (ELA) and the European Coordination Office (ECO), the provision of statistics and other data on jobs, labour supply and demand, etc. On an ongoing basis, the EURES Network offers information, recruitment, guidance and matching of supply and demand on the pan-European labour market to all citizens, unemployed persons, workers, employers and social partners through the National EURES Advisers Network.The NCO has also appointed a Network Technology and Computerisation Specialist. This specialist is a TYP Officer assigned to the Technical Chamber. The IT Specialist has undertaken the proper operation of the computerized system by which data on vacancies and unemployed persons are transferred to the European Labour Platform through the "interoperability" of the National Databases. The IT Specialist is also a member of the Interoperability Network Working Group and will undertake the upgrade of the information exchange system with the European Platform as well as the upgrade of the PES system to be able to exchange all the required information agreed. EURES Advisers provide all the services that are mandatory to provide the network to all citizens (from Cyprus and abroad) who want to work outside their country of residence, providing guidance, advice and job placement, promoting all European networks and programmes such as ERASMUS+, Eurodyssee, EURES Targeted Mobility Schemes, etc. The EURES National Coordination Office (NCO) has both the supervisory and coordinating role. On the basis of the Regulation, each December the EURES National Coordination Office (NCO) sends to the EU the Annual Action Plan, which is the framework for the work and actions that EURES Cyprus will undertake each year. The Action Plan will be prepared in consultation between the NCO and the Network Members and Partners. The Action Plan lists the actions, information days, targeted mobility projects, bilateral mobility programmes, meetings in Cyprus and abroad, presentations, career fairs, staff trainings, participation in meetings of the network and others that the network will implement during the year in question. This includes, among other things, output and result indicators for each action, as well as the budget for the year, broken down into the various articles.
