The aim of the project is to create an IT system that will make it easier for people with disabilities and entities acting for their benefit, including entrepreneurs, the process of applying for PFRON funds (submission of applications) which is the responsibility of local authorities. The project is part of Measure 2.1 High accessibility and quality of public e-services and type 1 – Creation or development of public e-services (A2B, A2C). 2 e-services will be launched within the system: at level 3 of maturity, which will allow partial handling of the matter by electronic means and at level 4 of maturity, which will enable the matter to be fully handled electronically (the range of services described in point. 14 of the proposal). Both levels will be built on the e-government concept, WCAG 2.0 guidelines. The system will support programs and tasks financed by PFRON, resulting from the Act on Rehabilitation (...), which are implemented by JST. Programs and tasks are currently implemented using documents in paper form without the use of dedicated systems and applications allowing for comprehensive handling of cases. The current way of handling tasks is not fully adapted to the needs of applicants (including ON) entails personal visits to the office, which extends the processing time and payment of PFRON funds. The creation of an IT system will be carried out in cooperation with and drawing on the experience of JST. Potential users (including ON) will be involved in the testing of individual versions of the system. Consultations on accessibility of e-service for people with disabilities will be conducted with non-governmental organisations.The implementation of the system will require 70 trainings and information meetings and promotional activities aimed at ON, entities acting for ON, entrepreneurs, JST – beneficiaries of tasks financed by PFRON. High availability of e-services will also be achieved by launching a hotline for system users.
