The objective of the non-competition project is to implement – by making available in the domain of gov.pl – a public service monitoring system (SMUP abbreviation) in the local self-government.The target groups of the system will be:1) entrepreneurs;2) governmental and local government administration institutions and other entities responsible for providing public services or supervising the fulfilment of these tasks; 3) the managing bodies of operational programmes and evaluation units of public interventions;4) society;5) non-governmental institutions and the scientific community. The construction of an IT tool involves developing and making available on-line a database system for monitoring public services and providing it with data (indicators) calculated within the tasks included in Task 2. 2. Development of data and development of the information system. As part of this task, work will be carried out to extend the information coverage of the information system to other very important areas of public services, such as: education, (b) social assistance and family support, (c) culture and recreation. The final result of the work will be a selected set of indicators, for which values will be calculated and which will be implemented into the system. In addition, the task will include calculating the values of indicators for the period 2010 to 2018 for the 6 service areas analysed during the implementation phase of the conceptual project.3. Tool pilot in JST – a method of working with the system will be developed, which will be described in the form of a manual. The pilot will be attended by at least 40 JST representing various types of local governments (i.e. rural communes, urban-rural communes, urban municipalities, towns with district rights and land districts). The project will be carried out by the Ministry of Interior and Administration in partnership with the Central Statistical Office, the Union of Polish Cities and the Union of Polish Poviats.
