As part of the project, the Ministry of Science intends to announce an open selection of offers for public and non-public universities, which would like to consolidate/create a link between universities/federations of higher education system units or make an inclusion. This document will help assess the extent to which the proposed project will bring about systemic changes. A higher education institution or universities applying for funds in a grant project implemented by the beneficiary is obliged to submit the initial consent of the statutory bodies of universities with regard to the consolidation or establishment of a university association. Since consolidation requires the approval of the competent authorities (in the case of public senate universities), it is necessary to obtain a promena. This requirement will reduce the risk of not obtaining consent at a later stage. The offer will be evaluated by a team composed of the Ministry’s staff and possible external experts who will assess the reality of the planned activities with a view in particular to the fulfilment by universities of formal and legal conditions, financial conditions as well as the interests of students. The result of the project will be a formal merger of universities in various forms.During the project, it is planned to organise substantive meetings with universities interested in participating in the implementation of the project and/or universities, which received funding under the non-competition project in order to connect universities.
