First, apartment – innovative methods of permanent solution to chronic homelessness

The project consists of testing and implementing the model of permanent departure from homelessness based on the new method of living in Poland first (NM). Although NM is addressed to the chronically excluded homeless, it is thanks to the efforts of the Team. Implementation of its testing will be used as a flywheel of changes in the model of addressing homelessness in general (ETHOS definition). The method will be implemented through the transfer and adaptation of the solution used in Finland since 2008, thanks to cooperation with a foreign partner, Y-Foundation, the leader of NM in the EU and Warsaw, the largest local government in Poland. In the country, the foundation of the system is shelters and social work, i.e. ad hoc aid that transforms into target and, in fact, perpetuating homelessness instead of ending it. All customers are treated the same regardless of the length of homelessness and mental health.The apartment receives a small percentage, some of which goes back to the pavement due to a lack of ability to stay in a stand-alone place. In NM it is the opposite: the basis of the assistance is to stay in an independent apartment and comprehensive support Team Specialists (psychiatrist, therapist, uzal therapist, social worker, work trainer, expert by experience) provided since the decision to take advantage of the help to gain real independence of the participants. The elements of the method (single services) are addressed to different categories of homeless people and are thus integrated into a comprehensive homeless exit policy. The result of the project will be a universal and diffusion model of implementation of the NM method in the country, including examples of implementation (m.st. Warsaw), methodology of diagnosis, training materials, efficiency guidelines (also cost). Support will be provided to 250 people meeting the definition of ETHOS and 150 employees of local self-government, social assistance and integration institutions, health services, police and municipal guards and labour market in the implementation of the NM method.
