Socially, first of all! Social services in the hands of social economy entities – effective mechanisms of commissioning on the basis of experience of foreign local government units

The project aims to develop and implement new solutions in the field of implementation of public policies created as a result of cooperation with foreign partners on the subject of increasing the number of social services provided by Social Economy Entities. The National Programme for the Development of Social Economics indicated the need to increase the participation of Social Economy Entities in the implementation of social services, improve the legal environment of social economic entities by adapting European legal forms concerning public procurement to Polish conditions. In view of the increasing number of developing PES, particular emphasis should be placed on raising the awareness of local authorities about the need to change the interpretation of the application of the Public Procurement Law and other forms of outsourcing of public tasks to social enterprises. EU countries have aligned public procurement law and other rights enabling social services to be commissioned with existing Commission and EU Parliament Directives in order to ensure equality, access to information and fairness, but also sustainable development principles based on balance, economic, social and environmental protection. The aim of transnational cooperation will therefore be to analyse the mechanisms operating in selected EU countries, compare them with the system operating in Poland and propose a model of involving social economy entities in the implementation of statutory tasks of local governments in the field of providing social services, including the possibility of replicating these solutions throughout the country. The aim of the project is to develop a model describing the way social services are commissioned to entities of social economy throughout Poland and to the recommendations of the MPiPS in this regard, as well as draft amendments to the PZP Act or other legal acts.
