Il progetto consiste nella realizzazione di una circonvallazione, per una lunghezza complessiva di 13.814 km, nell'ambito di due contratti attuati nel sistema di Progettazione e Costruzione: "Costruzione della tangenziale Opatow lungo la strada S74 e DK9" by 10.782 km e il connettore della circonvallazione settentrionale di Opatów entro DK74 da 2 km. 3,032 km. La circonvallazione si trova in parte nella rete globale TEN-T e si trova nella parte orientale del voivodato di Świętokrzyskie, nel distretto di Opatów, nei comuni di Opatów, Sadów e Lipnik. Portata dell'investimento: costruzione di una sezione a doppia carreggiata della superstrada S74, di una sezione a doppia carreggiata della classe GP DK9 e di una sezione a carreggiata unica della classe GP del connettore DK74, costruzione di 2 incroci stradali, incroci, strade in linee di demarcazione con funzione non nazionale, strutture ingegneristiche, sistema di drenaggio del suolo, dispositivi di protezione ambientale (compresi schermi, attraversamenti per animali, canalizzazioni), infrastrutture per pedoni, illuminazione stradale, parcheggi per la pesatura dei veicoli, passaggi e ingressi di emergenza, costruzione/ricostruzione di infrastrutture sotterranee e terrestri (compresi condotti tecnologici, reti elettriche, approvvigionamento idrico, gas, fognature per tempeste e sanitari, telecomunicazioni, drenaggio e attrezzature idrologiche), costruzione di dispositivi BRD, tra cui marcatura, barriere protettive, protezioni antincendio o recinzioni. Parametri tecnici: Classe stradale: S e GP; Carico superficiale: 115 kN/asse; Categoria di traffico: Obiettivi dei progetti CdR 6 e CdR 5: • increasing mobility by creating an express road section forming part of the TEN-T corridor, ensuring high-speed long-distance road traffic comfort for travellers, improving the transport accessibility of Europe, Poland and interregional connections on the TEN-T network, • increasing accessibility to the TEN-T trans-European network corridor and improving the quality of internal communication links, by properly connecting the planned route with the rest of the road network, • improving road transport efficiency and ensuring the free movement of people, goods, capital, services, contributing to the EU's external competitiveness and internal economic, social and territorial cohesion, • adapting the technical and usage parameters of the road to the projected level of traffic, by removing bottlenecks and filling missing road infrastructure, in a way that improves the capacity and traffic conditions in the transport corridor, • relieving congestion and improving the living conditions of residents of building areas adjacent to existing transport solutions, • improving transit traffic on the existing transport corridor and increasing the level of user safety in order to maintain the interoperability of the transport infrastructure created, by adapting the road to the existing legal provisions for ‘S’ class roads, • increasing the mobility of people and goods within interregional exchanges and beyond the borders of the province as well as beyond the borders of the country, • preventing transport exclusion through the implementation of high-standard road connections, • implementing transport infrastructure resistant to climate change and striving to reduce greenhouse gas emissions by implementing road routes on the TEN-T network.
