Splošni cilj projekta je povečati število posodobljenih študijskih programov zdravstvenega varstva na področju izobraževanja na področju zdravstvenega varstva. Posebni cilj projekta je povečati število študijskih laboratorijev in drugih študijskih sob na področju farmacevtskih in medicinskih študij ter povečati kakovost in razpoložljivost študij ter spodbujati konkurenčnost Univerze Riga Stradins (RSU) na nacionalni in mednarodni ravni. Novoustanovljena stavba bo osredotočila fakulteto za farmacijo (Kemični oddelek za farmacijo in Oddelek za tehnologijo zdravilnih oblik), kot tudi za zagotovitev racionalnega in trajnostnega laboratorijskega delovanja, več zdravstvenih študijskih smeri usposabljanja laboratorijev. Takšen pristop in dejanska lokacija nove stavbe bosta ustvarila vse predpogoje, ne le za razširitev smeri študij farmacevtskih in zdravstvenih storitev, temveč bosta omogočila tudi racionalnejšo uporabo obstoječih virov – s koncentracijo ene vrste infrastrukture (usposabljanje in znanost) na enem mestu, s čimer se bodo zmanjšali stroški vzdrževanja ter izboljšali pretok učiteljev in študentov.Skupni stroški projekta znašajo 6 243 821 EUR, iz katerih sofinanciranje ESRR znaša 5 307 247,85 EUR, sredstva iz državnega proračuna pa 936573,15 Načrtovano trajanje projekta je 62 mesecev, tj. do 31. decembra 2022. Projekt naj bi se začel septembra 2017.
