Splošni cilj projekta je v dobrih pogojih zagotoviti javno izobraževalno službo in enak dostop do izobraževanja za več kot 31 000 študentov, ki so vpisani v preduniverzitetno (primarno in srednješolsko) izobraževanje v sektorju 4 Bukarešte, in sicer z enotno rešitvijo: opremljanje učencev z mobilno opremo na področju informacijske tehnologije, kot so šolske tablice, povezane z internetom, opremljanje vseh 1.030 učilnic v ciljnih izobraževalnih enotah z opremo, ki omogoča spletni proces poučevanja in izobraževalno platformo za upravljanje celotnega procesa.
