The implementation of the investment results directly from the needs identified by the Applicant in the process of operating the infrastructure. The result of the investment will be the expansion of smart electricity grids, which will increase the possibility of connecting RES sources without lowering the parameters of the supplied energy. As a result of the investment, the efficiency of the distribution system will be improved and the reliability of the network will be increased by minimizing the risk of failures and interruptions in the supply of energy. The subject of the Project is the reconstruction of the line SN, nn and station Łanowa, Błonie KR and Błonie Secondary Raw Materials and the reconstruction of the line 110 kV Chełm Systemowa - Chełm Cement Plant Tor 2, in accordance with the applicable standards of PGE Dystrybucja S.A. The first task includes the reconstruction of the line SN South, three transformer stations SN/nn: Łanowa, Błonie KR, Błonie Raw Materials Secondary and Maple and nn lines powered from these stations to cable lines. The length of the rebuilt SN line is 6.2 km, and the nn line - 7.3 km. The reconstruction of the 110 kV Chełm Systemowa - Chełm Cement Plant consists in the reconstruction of the existing single-track, overhead 110 kV Chełm Systemowa - Chełm Cement Plant Tor2, into an overhead double-track line. As a result of the reconstruction, one track of the new line will enable the Chełm Cement Plant to continue to be supplied from the Chełm Systemowa station (improving its technical parameters), and the other track will form part of the new line of the Chełm Systemowa – Dorohusk relationship. The project provides for the dismantling of the existing overhead, single-track 110 kV Chełm Systemowa – Chełm Cement Plant Tor2 and the construction of a new, double-track 110 kV line in its place. The route of the new line will not change in relation to the existing (disassembled) line. As a result of the reconstruction of the SN, nn and Łanowa lines, Błonie KR and Błonie Raw Materials Secondary will be implemented 4 functionalities of the Smart Grid type: a) the functionality of monitoring and visualization of the load in real time; the functionality of distribution network planning taking into account the flexibility of distributed energy resources; c) functionality of dynamic network reconfiguration for optimizing the functioning of the network; d) Real-time load measurement functionality with visualization. As a result of the modernisation of the 110 kV Chełm Systemowa - Chełm Cement Plant Tor2 line, 4 Smart Grid functionalities will be implemented: a) the functionality of monitoring and visualization of the load in real time; b) functionality of automatic delivery of system services (including voltage, frequency and reactive power control; c) functionality of automatic control of voltage level and reactive power level on the bus; d) Real-time load measurement functionality with visualization. A detailed description of how to implement it is presented in the feasibility study.
